Yes. Anyone carrying out investigation work for hire in New Zealand must be licensed by the Private Security Personnel Licensing Authority (PSPLA), either holding a licence themselves or working under one with a Certificate of Approval. It is a legal requirement, not an optional badge.
Why does it matter to you? A licensed investigator has been vetted as a fit and proper person, must meet professional and ethical standards, and is accountable to a regulator if they get it wrong. An unlicensed operator is none of those things. You can check anyone’s status yourself on the PSPLA public register. If someone cannot give you their licence details, that tells you everything you need to know.
Look for genuine investigative background, not just a camera and a website. Licensing is the floor, not the ceiling. There is a big difference between someone who set up in business last month and someone with real experience in investigation, surveillance and evidence.
Ask directly about their background. A former police or law enforcement background, for example, means someone who understands how evidence works, how to observe and record lawfully, and how a case is built. That experience is the difference between a report that stands up and one that falls apart the moment it matters.
It can be, but only if it was gathered lawfully and documented properly. This is where cheap and unlicensed operators cost you the most. Surveillance carried out the wrong way, or information obtained by unlawful means, can be worthless, and can even land you or the investigator in legal trouble.
A professional investigator knows exactly where the legal lines sit, works within them, and produces a clear, dated, defensible record. When choosing someone, ask how they gather and present evidence, and whether their reports are suitable for your purpose, whether that is simply knowing the truth, or something that may later be used in relationship property or family proceedings.
Most work to an hourly rate plus expenses such as travel, with the total depending on what the job involves. Price matters, but the cheapest quote is rarely the right one, and it is often the most expensive in the end if the work is poor. Look for clarity rather than just a low number. A good investigator will explain their rates, what is included, and give you a realistic sense of what the work involves before you commit, rather than an open-ended promise.
Be wary of anyone who guarantees a particular result. No honest investigator can promise what they will find, only that they will look properly, lawfully, and report the truth. A guarantee of the outcome you want is a red flag, not a reassurance.
Judge them on how they handle your very first contact. Discretion is not a nice-to-have in this work, it is the whole job. You are trusting this person with private, often distressing information. Are they calm, professional and confidential on that first call, or pushy and quick to promise? Do they treat your situation with respect, or as just another job?
This is also where genuine reviews and reputation matter. What have other clients said about how they were treated and whether the work delivered? An investigator with a real track record and honest feedback behind them is a far safer choice than one with none.
