Every year high profile individuals, ultra high net worth families, film productions and international businesses arrive in New Zealand with security arrangements built overseas. Some plan to fly their own close protection team in. Others travel with their own operators and need trusted local support on the ground. In both cases New Zealand’s licensing rules catch people out, and finding that out late can derail a visit. Here is what international clients and overseas security companies need to know about Close Protection in New Zealand.
Generally no, not without going through a licensing process that most visiting teams cannot realistically complete in time. Security work in New Zealand is regulated under the Private Security Personnel and Private Investigators Act 2010. Anyone carrying out personal guard or bodyguard work must hold the appropriate licence or Certificate of Approval issued through the Private Security Personnel Licensing Authority, which sits under the Ministry of Justice.
This applies no matter how qualified the visiting operators are at home. A UK close protection licence, a US executive protection background or overseas military service does not transfer. Overseas operators would also need a visa with the right to work in New Zealand. Between visa processing, licence applications, vetting and approval timeframes, bringing a foreign team in lawfully for a short project is rarely practical.
Carrying out security work without the correct licence is an offence. For the operators it carries penalties, and for the client it creates real exposure. If an incident occurs and the people protecting you were working unlawfully, that becomes a serious problem for insurance, liability and reputation. Having your security arrangements unravel in a foreign jurisdiction is exactly the kind of risk you hired security to avoid.
The model that works, and the one experienced international security companies use, is straightforward. Engage a licensed New Zealand close protection provider to deliver the operational security on the ground, and send one of your own team as a client liaison. The liaison role does not involve carrying out security work, so it does not require a New Zealand licence. Your liaison knows the client and the standards expected, while the licensed New Zealand operators handle the protection itself.
We have recently put exactly this arrangement in place for a UK security company supporting a project in Auckland. They initially planned to fly four of their own operators over, then realised the licensing and visa reality made that unworkable. Instead they engaged us to provide the close protection team and sent a single client liaison. Their client is protected to the standard they expect, the work is fully lawful, and weeks of licensing delays and travel costs were avoided.
Very often yes, and this is one of the most common requests we receive from overseas security teams. Ultra high net worth families and high profile principals sometimes travel with their own close protection working discreetly around them. What they need locally is a licensed security driver. Someone who drives to a professional executive standard, knows Auckland and New Zealand roads, routes and venues intimately, holds the correct New Zealand licence, and understands protective operations rather than simply being a chauffeur.
That combination is rare. A hotel car service driver has no security training. Most licensed security officers are not trained drivers and have no protective driving experience. A proper security driver sits inside the protective operation, understands route selection, timings, venue arrivals and departures, and works seamlessly with the visiting team while providing the local knowledge they cannot bring with them.
Look for the correct New Zealand security licence first, because without it the arrangement is unlawful. Then look at background. The strongest security drivers come from police or military service where protective driving, awareness and composure under pressure are trained and tested, not assumed. Finally look for genuine local knowledge, someone who knows the city, the routes, the venues and the alternatives without needing a screen to tell them.
